REFERS TO ATTEMPTS TO EXERT INFLUENCE ON THE FORMATION OR IMPLEMENTATION OF PUBLIC POLICY. LOBBYING AS AN ACTIVITY IS CARRIED OUT BY A VARIETY OF ACTORS RANGING FROM INTEREST GROUPS THROUGH THE GOVERNMENT RELATIONS DIVISIONS OF LARGE FIRMS TO FOREIGN EMBASSIES.
